The Washington County Juvenile Detention Facility, located directly behind the county jail, was newly constructed and occupied in March 1995. By 1999 a combination of area population growth and changes in the laws had rendered the facility obsolete. By recommendation, Spirit Architecture and Smith-Doyle Contractors were invited to meet with the county officials.

Upon approval from the county, SouthBuild conducted a three-day work session in Fayetteville, beginning with programming. The project was approved by an emergency decree and construction began in the summer of 1999.
